Job Summary
Job Summary: Performs planning duties of average to difficult complexity related to the development and implementation of the City's planning and zoning ordinances and regulations, General Plan, Local Coastal Plan and Specific Plans.

The immediate vacancy is a limited term assignment which is set to end on June 30, 2023. The eligibility list that will be established from this recruitment will be used to fill future vacancies, both temporary and regular, that occur during the life of the list.
Major Duties
Reviews building permit and planning applications for property development projects for compliance with City plans, ordinances and other requirements. Makes recommendations to City Planning Manager, Community & Strategic Planning Manager and/or designee.

Performs field work for preparation of plans. Analyzes data and prepares reports.

Meets with city staff and the general public to examine proposed property development projects.

Assists in preparing revisions to ordinances, modifications to General Plan, Local Coastal Plan and Specific Plans.

Conducts research on planning related issues.

Conducts assessments of environmental issues in accordance with state and federal guidelines.

Makes presentations to city staff and Board and Commission members.

Performs other related duties, as assigned.
Minimum Qualifications
Knowledge, Abilities and Skills:

Knowledge of:

Principles, practices and procedures in contemporary urban planning and zoning.
Research techniques.
Effective customer service techniques.

Ability to:

Analyze data and prepare written and oral reports.

Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships with City employees, City Boards and Commissions, and the public.
Provide effective customer service.
Understand and interpret building and zoning plans, regulations, and codes.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelor's degree in Urban Planning, Geography, Landscape Architecture, or a closely related field.

One year of recent planning work experience is desirable.

Licenses and Certificates:

Possession of a valid class C driver license.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
