Job Summary

Reporting directly to the Chief of Police and working under general direction, the Emergency Services Manager is responsible for the administrative, operational, fiscal, and programmatic oversight of the comprehensive emergency management program and service in the University Police Department. The Manager will manage planning, budgeting, training, and programming related to the emergency preparedness and response functions. Serves as a liaison with local state, and federal agencies to ensure compliance and works directly with staff, faculty, and students to develop, implement, manage, and continually improve campus-wide emergency preparedness and programs to improve the University's ability to respond to emergencies, effectively manage incidents, and systematically restore the campus to full operation following adverse events.

Key Responsibilities

  • Establishes and maintains a response team assigned to staff the University's Emergency Operations Center (EOC), facilitates the activation and direction of the EOC, and serves as the Emergency Operations Center Director in the event of an activation
  • Coordinates disaster response or crisis management activities, such as ordering evacuations, opening shelters, and implementing special needs plans
  • Collaborates with other campus management partners to ensure effective management and oversight of the Building Emergency Team program
  • Inspects facilities and equipment, such as Emergency Operations Center to determine its operational and functional capabilities and readiness for emergency situations
  • Responds to emergencies that directly or indirectly impact the operation of the University in accordance with the guidelines established within the San Jose State University Emergency Operation Plans
  • Coordinates responses by all appropriate campus resources during an actual event to ensure timely and effective response and assists recovery in a post-incident environment
  • Develops and reviews the Emergency Operations Plan and all annexes in order to meet and/or exceed compliance standards, keeps informed of federal, state, and local regulations affecting emergency plans and ensures that plans adhere to these regulations
  • Develops hazard-specific plan that outline operating procedures to be used in response to disasters or emergencies, such as accidents and terrorist attacks, and in recovery from these events
  • Facilitates the creation of After-action Reviews of all activations of the Emergency Operations Center as well as trainings, such as table-top, functional, and full-scale exercises, creating improvement plans to address deficiencies
  • Reviews emergency plans of individual campus departments to ensure their adequacy
  • Plans, develops, and implements a variety of table-top, functional, and full-scale exercises designed to test the University's ability to respond to various situations such as earthquakes, fires, medical emergencies, building evacuations, and other potentially life-threatening occurrences using an all-hazards approach to emergency management designed to test University practices and identify gaps in the current response plan
  • Maintains and updates all resource materials associated with emergency preparedness plans, prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments
  • Builds and maintains relationships with members of the campus community, departments, organizations, and key individuals

Knowledge, Skills & Abilities

  • Thorough knowledge of emergency preparedness program planning and compliance
  • Ability to interpret technical procedures or regulations and have a thorough knowledge of NIMS and SEMS
  • Expertise in emergency preparedness operations analysis with the ability to evaluate results to develop sound conclusions and recommend new or revised policies or procedures
  • Ability to write reports, plans, business correspondence and procedure manuals
  • Demonstrated consultative skills in working with internal and external constituent groups
  • Ability to effectively present information and respond to questions from groups of managers, customers, and the general public
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables
  • Ability to develop and deliver training to an adult audience in a University setting
  • Excellent oral and written communication skills
  • Excellent customer service, public relations and social media content creation skills
  • Ability to work extended and irregular hours during campus emergencies.
  • Ability to communicate with constituents in a professional and respectful manner

Required Qualifications

  • Bachelor's Degree
  • 4 years of progressive experience in designing, delivering, and coordinating an emergency management program
  • Experience working in a functioning Emergency Operations Center
  • Experience in designing and leading emergency exercises and drills
  • Experience in providing emergency operation, EOC operation and NIMS/SIMS training

Preferred Qualifications

  • Master's Degree
  • Grant writing experience


Classification: Administrator II
Anticipated Hiring Range: $8,000/month - $9,000/month
CSU Salary Range: $4,583/month - $14,713/month

The final hiring salary will be commensurate with experience.
