Overview:
With the organization's first-ever African American CEO and an executive management team comprised of a majority of women, Valley Water is uniquely situated to be a model for racial equity, diversity and inclusion among Bay Area public agencies and private industry. The Racial Equity, Diversity and Inclusion (REDI) Manager is a new position that will lead a team of three in the newly formed Office of Racial Equity, Diversity, and Inclusion, a unit recently created by our new CEO. The unit manager will be the organization's champion for racial equity, diversity and inclusion, driving Valley Water's response to individual and systematic racism internally and promoting equity and environmental justice externally to all the communities Valley Water serves.

Valley Water is the primary water resource agency for Santa Clara County, supplying safe, clean water, providing flood protection, and serving as an environmental steward for healthy ecosystems. Valley Water serves approximately two million people in 15 cities and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.

The Program Administrator (PA) will work closely with the Racial Equity, Diversity and Inclusion Manager in supporting the strategic development and implementation of REDI programs, policies, and measurements to achieve REDI at an interpersonal level, organizational level, and community engagement level. This individual will serve as the program manager and lead all assigned efforts to ensure that racial equity and inclusion are addressed in all existing policies, programs and practices and a part of decision-making processes within Valley Water going forward. They will also coordinate with external committees and groups for continuous learning and provide recommendations on improving Valley Water programs for expanding racial equity and inclusion within the communities that Valley Water serves. This individual will also help provide program oversight to Valley Water's Employee Resource Groups (ERGs) and will help develop and manage the department's budget, prepare board updates, presentations, and provide overall program administration.

Our ideal candidate is an experienced program manager with a demonstrated commitment to racial equity, diversity and inclusion, and a track record of building relationships, influencing people, and driving and institutionalizing organizational change. They engage in critical dialogue to confront racism, sexism, homophobia, socio-economic, environmental injustice and other discriminatory structures. They have experience instilling passion and enthusiasm, developing collaborative relationships, and experience executing programs with demonstrable and measurable results.

Key Responsibilities include, but are not limited to:

  • Lead, plan and coordinate implementation of REDI educational efforts on anti-racism and workplace racial biases and how to mitigate them.
  • Provide program management and leadership by instilling passion and enthusiasm of REDI initiatives to the workforce; develop collaborative relationships with internal and external partners.
  • Drive and implement creative solutions to enhance existing programs to further engage the employee experience; assist in development and leading implementation of new initiatives.
  • Lead completion of an annual employee survey on racial equity as well as other surveys, analysis and presentations.
  • Work with all Valley Water businesses to develop Racial Equity Action Plans to align with organizational goals while addressing unique issues/needs of each business area.
  • Assist with collaboration of improving HR recruitment and internship program outreach efforts to ensure diversification of workforce.
  • Develop, facilitate and support Employee Resource Groups with their virtual events/offerings.
  • Partner and build alliances with local organizations that have a legacy and track record of confronting racism.
  • Promote racially equitable economic and workforce development practices.
  • Promote community engagement, actively engaging citizens on issues of racism, and provide tools to engage actively and authentically with communities of color.
  • Develop, coordinate and implement Board approved recommendations relating to racial equity diversity and inclusion.
  • Staff board committees and prepare and provide board updates.
  • Manage and prepare unit budget and forecasting working with REDI Manager and team.
  • Serve in the Emergency Operations Center (EOC) under the Public Information Officer (PIO) branch in the Lead PIO function and participate in required PIO trainings as required.
  • Ability to work long hours, including evening and weekend after-hours as necessary.

Ideal Experience:

  • Six (6) years of experience planning, organizing, coordinating, and directing various projects or programs with an emphasis on human resources, government relations, community outreach, public policy, social justice, racial equity, diversity and/or inclusion.
  • A demonstrated commitment to racial equity, diversity and inclusion.

Ideal Skills and Abilities:

  • Train, organize, assign, and review the work of staff.
  • Manage and direct a comprehensive program having an organization-wide impact.
  • Perform professional and technical support services relative to assigned areas of responsibilities.
  • Develop and administer assigned program goals, objectives, and processes.
  • Analyze and assess programs, policies and operational needs and make appropriate adjustments.
  • Interpret, review and analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Prepare and administer large and complex budgets.
  • Interpret and apply applicable federal, state, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Ideal Knowledge:

  • Principles and practices of program development, administration, and evaluation.
  • Applicable laws and regulatory codes related to principles and techniques of research, investigation, and analysis.
  • Principles of business writing and report preparation.
  • Principles of organization, administration, budget and personnel management.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in public or business administration, ethnic studies, ethics justice and policy, public health or health science, human resources, mass communications, political science or international relations, psychology, organization development, sociology, behavioral sciences, social services, or a related field. Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate
