The County is looking for motivated Programmer Analysts IIIto design and develop advanced enterprise systems using the latest technology available. Software developers provide production support and are experts in system analysis, automated systems design, database design, and applications programming. A Senior Programmer Analyst is the primary resource for evaluating and applying new technological developments to assigned projects.

Multiple vacancies exist within the Auditor-Controller/Treasurer/Tax Collector Department. The eligible list established by this recruitment may also beused to fill other current and future vacancies throughout the County.

Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

Background Check:Applicants must pass a background investigation, which includes fingerprinting and credit check, prior to appointment.

Minimum Requirements

Education: Thirty (30) semester (45 quarter) units of completed college level courses in programming, computer science, software engineering, or related field. A list of coursework must be submitted with the application if a Bachelor's degree has not been conferred.


Experience: Four (4) years of full-time equivalent work experience in a production environment, within the past five (5) years, performing systems analysis and project planning for the purpose of developing business applications. Must include one (1)year working as a project leader for large-scale projects. Experience must include the use of a systems development methodology.

Qualifying experience must have been using the following primary development languages and frameworks:

  • C#
  • SQL Server
  • JavaScript
  • HTML & CSS

Substitution Note: One (1) additional year of qualifying work experiencemay substitute for the education requirement.

Desired Qualifications

The ideal candidate for the Auditor-Controller/Treasurer/Tax Collector Department will possess the following:

  • Strong understanding of all aspects of enterprise software development; integrated Windows, Web, API, database, and reporting skills.
  • Experience with .Net, Web services, JavaScript, React/Redux, Python, HTML5, xml, SOAPREST, AJAX, https or SSL/TLS.
  • Experience with SQL, Data Analytics, Business Intelligence, Data Mining tools and techniques.
  • Bachelors or Advanced degree in Computer Science, Information Technology, or Software Engineering.
  • Strong time management and multi-tasking skills.
  • Ability to handle changes in business requirements and set priorities across multiple projects.
