Description

Under general supervision, prepare, coordinate, and monitor housing programs to comply with program protocols, funding, city, state, or federal guidelines.

  • Performs fiscal-accounting support tasks, including preparing and reconciling financial transactions, spreadsheets, and summaries following federal, state, and local rules and regulations governing the City's Housing Program;
  • Research, organize, compile, or summarize staff reports and other management reports and attend department, division, and committee meetings as needed.
  • Tracks and maintains consultant contracts, monitors, reviews, evaluates, revises project schedules, and prepares project progress reports;
  • Facilitates the collection of information to investigate and respond to and resolve property owner complaints and other inquires;
  • Determine charges, interest, penalties, refunds, and other financial data; verify totals and extensions;
  • Coordinates and monitors phases of property registration, including contract preparation and negotiation;

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS:

  • Knowledgeable of the City, federal, state, and local rules and regulations governing the City's Housing Programs, basic arithmetic, calculations, and excel spreadsheet formulas; automated housing and accounting systems, accounting principles, and practices; and city's housing ordinances, resolutions, and databases;
  • Skilled in preparing statistical/status reports, statements, and documents; monitoring, tracking, analyzing, and evaluating financial transactions; assessing and prioritizing multiple tasks, projects, and demands; working with conflicting deadlines to complete assignments; following and providing oral and written instructions, and establishing and maintaining productive working relationships;
  • Ability to Synthesize information into clear and logical written statements and performs other related duties as the situation requires; demonstrate excellent communication and people skills, problem-solving day-to-day issues with little supervision, meet conflicting deadlines and division goals, work with staff to complete assign, and exercise good judgment;
  • Proficient in using work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: Work is performed in an indoor office environment. Position requires incumbents to sit for long periods, use hands to finger, handle, or feel objects; reach with hands and arms; speak and hear; and push, pull or lift 10 pounds occasionally. May be exposed to upset or angry and volatile situations when performing the essential functions.

QUALIFICATIONS: Experience or knowledge of the following is a plus: HOME and CDBG experience, First Time Home Buyer programs, Density Bonus, inclusionary housing, Low-Income Housing Tax Credits (LIHTC) Program, subordinations, low-income housing rent calculations re-conveyances, Real Estate transactions, Disposition and Development Agreements(DDA), Exclusive Negotiating agreements (ENAs) and the former Redevelopment Agency of California. Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's degree from an accredited college or university AND four (4) years of progressively responsible experience in housing, community development, and planning OR an equivalent combination of education and experience.

The top three ranks from the eligibility list shall have their names and the application materials certified to the hiring authority for a selection interview. Candidates who are not selected for the current vacancy, shall remain on the active list for a period of one year or until there is less than three ranks on the list. All new appointments serve a one year probationary period. All employment offers are contingent completion of fingerprint/background check, and clearance following a medical exam by a City authorized physician.
